Rathmichael
Parish National School Enrolment Policy
An Enrolment policy is
drawn up by the Board of Management.
School Ethos:
Rathmichael Parish National School is under Church of
Ireland Management and the Patron is the Most Rev. Dr. J. R.
W. Neill, Archbishop of Dublin. The primary responsibility
of the school is to serve the Church of Ireland communities
within the catchment areas of Rathmichael Parish.
Church of Ireland Primary Schools are normally vested in the
parish in which they are situated. This ensures that the
rights of children of parishioners are honoured, i.e. that
their children are/can be enrolled in the parish school.
Rathmichael Parish National School will endeavour to uphold
the doctrines, moral teachings, traditions, practices and
customs of the Church of Ireland.
Information:
Rathmichael Parish N.S. follows the curricular programmes
prescribed by the Department of Education & Science.
These programmes are amended from time to time in accordance
with Section 9 and 30 of the Education Act 1998.
Rathmichael Parish N.S.
supports the principles of:
Equality of access and participation in the school.
Respect for the diversity of values, beliefs, traditions,
languages and ways of life in society.
Children enrolling in
Junior Infants in September need to be 4 years of age by 1st
June of year of entry.
Procedure
During the first two weeks of November (or as may be advised
depending on time of the mid-term break), parents/guardians
of prospective pupils may collect an Admissions Policy,
which includes the Ethos Statement and an application form
from the school office. The application form must be
returned to the school office within the time specified on
the application form.
The application form for
enrolment will seek the following information:
1.Pupils name, age and address.
2.Names and addresses of pupils parents/guardians.
3.Contact telephone numbers.
4.Details of any medical condition of which the school
should be aware or any special needs for which extra support
may be required.
5.Details of any previous school attended and reasons for
transfer.
6.A report may be required regarding the academic, emotional
and behavioural development of a child.
7.Religious Denomination. The completed application form
must be returned signed by the Minister, where
applicable.
8.An original utilities billhead confirming your place of
residence. This will be returned to you.
Other relevant
information (including any such information as may be
prescribed under the Education & Welfare Act 2000) may
also be sought.
Only such application forms that have been properly
completed will be considered.
Completion of an application form does not guarantee a place
in the school.
Early return of the application form is not a factor in the
allocation of places.
The list of children
proposed for the Junior Infant class will be considered in
accordance with the Enrolment policy. The Board of
Management will confirm appointments.
A Code of Behaviour will be furnished to each applicant when
they have accepted, in writing, a place in the
school.
Allocation of
Places
Consideration will be
given to the following factors:
the number of available spaces in the school, which in turn
involves:
the number of pupils expected to leave the school
the Department of Education & Science guidelines in
relation to class size
the effect of the intake on the division/pairing of
classes
the resources of the school
the religious denomination of the applicant child
the place of residence of the applicant child
Where the number of
applications for enrolment exceeds the number of places
available, the following order of priority will
apply:
1.All Church of Ireland
children of parishioners who are 4 years on 1st June of year
of entry to school. In the event of under subscription of
parishioners, preference will be given to siblings of
existing pupils of the school.
2.Children of interchurch marriage where one parent is a
member of the parish.
3.Children of a neighbouring parish which has no parish
school and where this is their nearest school.
4.Children of other Protestants living within the parish
boundaries, i.e. Presbyterians, Methodists, Lutherans etc.,
or when our school is their nearest Protestant school.
Priority will be given to siblings.
5.Members of other Christian Churches for whom specific
provision is not made within the educational system.
6.Children of mixed marriages who live outside the
parish.
7.Children of Roman Catholic families within the parish
where no place is available to them in their own school and
only if there is a vacancy in our school which is not
required by a parishioner during that school
year.
In the event of over
subscription of any of the above categories a lottery system
may be used.
Other exceptional
circumstances may be taken into account in the allocation of
places. A number of vacant places may be reserved so that
the school may respond to the needs of Church of Ireland
children and those of other protestant denominations who may
become resident in the parishes of Rathmichael Parish
National School within the course of any school
year.
Parents/Guardians of all
applicants shall be informed in writing of the Boards
decision within 21 working days of the specified date of
receipt of applications.
Parents/Guardians will be required to fill in an acceptance
form on behalf of their child in order to confirm their
acceptance of a place in the school. In the event that such
confirmation is not received within 21 working days from the
date the applicant is informed of the decision, then the
child will not be enrolled and the place will be offered to
the next child entitled.
If the school declines to enrol a child, the
parents/guardians of that child have the right to
appeal.
Enrolment
On acceptance of a place in the school all parents are
requested to attend the school in the term prior to entry to
meet with the Principal and Class Teacher.
An Ethos and Code of Behaviour will be provided to all
parents/guardians of each pupil. All School Policies are
available from the School Office.
Each parent/guardian will be asked to confirm their
acceptance of compliance with the Code of Behaviour, Ethos
and Policies of the school.
Operation of the waiting
list
Unsuccessful applicants may have their names placed on a
waiting list and places will be offered, should they become
available.
In the case of a child who is not allocated a place, the
waiting list does not automatically carry forward to the
subsequent year.
Pupils transferring
Applications, except in a case of change of residence or
other extenuating circumstances, are not generally
entertained in the course of the school year. Applications
made in the above circumstances will be subject to school
policy.
Applicants who wish to transfer from another school in the
locality will not be allocated places at the school unless
in exceptional circumstances.
Appeal Process
An appeal of a decision to refuse admission may be
brought to the Boardof Management who will make its decision
at the next management boardmeeting. The decision of
the Board may be appealed by an unsuccessfulappellant in
accordance with the procedures set down in section 29 ofthe
Education act 1998.
This policy will be
reviewed regularly.

COLLECTED FROM THE SCHOOL OFFICE FROM 3RD NOVEMBER-14TH
NOVEMBER 2008 FOR ENTRY INTO JUNIOR INFANTS SEPTEMBER
2009.
